As far as phone numbers, the links UCF provides to RSO Web sits contain phone numbers. And, UCF also publishes a bunch of phone numbers of Greek leaders here:

KnightNews.com questioned whether FERPA rules justified UCF in its stance — especially after discovering how UCF routinely publishes the names, e-mail addresses and phone numbers of RSO leaders on this Web site.

#1, the link (presumably to the RSO database) that is supposed to be embedded within that text is not there.
#2, phone numbers? The RSO database does not include phone numbers – just a contact name and email. Where does UCF print phone numbers of students?
